Our upstream network provider in one of our Tokyo PoPs (NRT) has an issue with flapping sessions at an internet exchange, resulting in some networks being unable to route to Quad9 off and on.
This was not noticeable in our metrics, so it required being informed about the situation along with further testing and investigation.
This location has been disabled until the underlying issue is resolved.
We are working on improving our internal health checks to better identify this type of situation in the future.
